It's kind of a combination of generally not being great, but also the fact that any good player on the team would leave after their original set years of service time were up. They didn't really have many huge star players that they managed to lock down in their history, which is why people were shocked Tony never wanted to play for another team and why it was a big deal the Padres even made those big contracts with Manny, Tatis, Xander, Cronenworth and now Merrill this year. Manny is already almost in the franchise top 5 of games played on the team, already is top 4 in plate appearances, and top 3 in runs scored and he's still got 8 years left in his contract. Another crazy thing to hear is that despite only being on the team for 5 years and missing huge chunks of those years due to injury, Yu Darvish is already in the franchise top 10 in strikeouts(no chance he'll become the leader, but still a crazy stat)
