the board is shilled by a bunch of middle easterns or people from eastern europe that do not really have an equitable state
so "should" is interpreted at all levels given that their compartmentalization is bust due to their own espionage and governmental outreach
there is no "right" otherwise, most of that is just an excuse-for-abuse, with power-mongers and other debased people that lack control in their real lives so feel it necessary to be here to compensate for it
