This is partly true. They were really used during WWI because the mass production of artillery wasn't still a fully developed industry by then, so horses ended up taking a huge role during that era in the early 1900s, but by the time of WWII, a lot of the stables and farms in Eastern Europe got obliterated and sacked off their horses, or were just straight up killing them, it wasn't until after WWII that Europe saw a resurgence in horses again.
