that's not what interference means. if it hits his arm when it was already over the wall, it legally is not interference. the rule only applies if the ball is still in the field. when ramos has to reach over the wall in hopes of making the catch, it no longer applies. now if it was at the warning track in front of the wall and the fan was reaching over to do that, then it would, but ramos' glove was over the wall.
