Not exactly sure myself but traditions take a little bit to get officially diminished or removed, especially in entities like the military where tradition is important to the culture. Also wasn't it around that time the Ukrainian government started promoting policies to restict Russian Language usage and any Russian-leaning cultural aspects? I remembmer Zelensky's platform for running for President was heavily in response to these policies and he wanted to normalise relations with the Russian Federation and not harass Russian-first language speakers in Ukraine.
