Meruem takes the same idea and elevates it. Togashi (someone with a working brain) wondered what a monster with human DNA would act like. Would it eventually copy traits that we ourselves value?
Cell is killed by an ultimate attack, a hyper mega death bomb / laser just like every other boring DBZ bad man.
Meruem is bombed but survives, he wastes away due to radiation poisoning. Its banal and tragic, and far cleverer than anything that happened post Dragon Ball.

There's simply no comparing the two.
