it's definitely on purpose on part to feed the initial expectations of the character, they look super plain and weird, all his humans do, you can't read them, their choice of fashion is mundane and kinda off, expressionless at all times, can't even understand their weird fat little shapes despite all evidence in lore pointing to kris being a stick-thin goblin that subsists entirely on occasional sweets
that being said, it's probably made 100x worse from the fact that the frisk sprite we got in UT was intended to be a short term temporary stand-in sprite until the real one was finished but all toby's quirky chungus tumblr friends kept saying it was perfect the way it was, and so all UT/DR series humans ever designed until the end of time have to look retarded. at least kris looks a million times cooler in dark world form, or arguably sometimes cool when out of our control, like in the closet scene
