i got peepa by playing on versus mode with AI on easy mode, items set to regular, and i would lead the pack but never get more than a few kart lengths away from 2nd place, and didn't use any items or anything or use boosts or drifts.

if you do this the AI in 2nd and 3rd place will just cruise behind you and let you win, but most importantly there will be more AI racers in the optimal distance to get kamek and use it on you
