Actually this type of design decision can be based if you implement a story telling centered around 2 different DNA lineages.

But I doubt they did that.

Back in patch 1,7 I could pretty much grab 4-5 gears during a run, sometimes I could grab all 6 gears and fully power them up to level 4.

I guess the developers thought this was too OP.
They changed up things in 2,0 so the Gear events became more rare.
