It barely played a part in it. 98% of the complaints during that time period was directly focused on the gameplay, since Journalists and the (old) Sonic fanbase only really cared for that, not the writing due to the Classic Sonic games barely having one. Infact, there's been praises of being able to skip Sonic 06 cutscenes to quickly get back into the gameplay after SA1 to Shadow 05 not allowing the player to skip them.

It's not really infamous. It was something propped up by certain popular youtubers and journalists like Jim Sterling as a (poor) excuse why Sonic should not have a story.
