Getting 1 leader on an acc is not hard.
I kept rerolling until I got the 2 specific ones I wanted.
I also rerolled a month ago, so no launch gibs, there were like 17~ pulls each rerolls.
Make sure to spam someones invite code every reroll as well for an extra 4 packs.

Also what do you mean serviceable? Artifact needs a crap ton of golds, and a dozen legendaries.
Puppets still needs 2 orchis 3 odin at the very least.

I play a ton and rune/sword is insanely over represented.

Make as many mandatory neutral legendaries as possible to increase the cost of decks.
7 crafts 2 legends + 2 neutrals every month or two so you have to get 48 legendaries for a full set.
