If anon played some shit like Mind Stone on turn 2 he's still probably going to pass to his next turn to just cast Horobi or whatever 4 drop mono color commander the same way unless he has a colorless one drop which he'd have needed to just have drawn or spent his turn 1 doing something else. 2 drop rocks coming in untapped matters most on turns where you actually need the mana immediately. Anons example of ramp on t2 into the four drop on t3 commander is unreliant on the t2 rock coming in tapped or not.
