I know the manga doesn't get much attention outside the Zelda fandom but Nintendo really did authorize a very horny version of their game. At least a lot of the side characters got a lot of love, as Midna is the only one in the actual game to get some character development

I think a lot of the unrealized character development and storylines in TP just had to do with pacing and game length. TP is already a pretty long Zelda title, so expanding any of the plotlines/characters would only extend it further. Development timelines were probably also a big factor. While I don't agree necessarily, I see why they prioritized Midna's character and didn't expand on a lot of the side characters, Ashei and members of the Resistance for example. Luckily the manga explores a lot that the game didn't
