RKRN comes from an initialism for 落乱(らくらん)/RaKuRaN short for 落第忍者乱太郎 (らくだいにんじゃらんたろう).

As far as I can tell from google, NHK Educational TV, which is the TV channel the anime airs, doesn't allow them to use the word 落第 for some reason despite it just means the act of failing an exam or repeating a grade in school, so they changed the original manga title to 忍たま乱太郎.

I feel like you're mixing it up with "日本漢字能力検定(Nihon Kanji Nōryoku Kentei) / The Japan Kanji Aptitude Test" to evaluate your knowledge of kanji.
If that's the case, you're right.
When it comes to 1級 / level 1 (hardest test), 6,000 characters of kanji are examination coverage and its pass rate is only 5-15 percent according to its official site.

To the best of my knowledge, there's no Japanese equivalent of it.
I think 偽善者(ぎぜんしゃ) in the sense of "hypocrite" is close to it in meaning, but the word itself is not only used on the Internet but also in everyday conversation to criticize someone for being hypocritical.
