It's part of the culture of older modding communities that you don't really see anymore. Many older titles had the idea that you owned and got final say on your mods, and no one could say otherwise. It was sacred and protected even if it was just a reskin or a new model and wasn't even actually owned by you in the case of Bethesda modding. This led to people having very protective egos over their mods and deleting the old version of one as a new one came out is just one of those kinds of habits. "You're not going to need the old one since I just released the new one," is more common in those circles than you'd think. It's the kind of mod author that prioritizes their control over the mod over the end user experience because the user isn't the mod author and in the author's eyes don't know what's best for their own mod.
