Seems like a severe case of Dev A wanting to introduce anti heal brawl character into the mix to put a cap on the absurd amount of healing but Dev B argued how overpowered that would be as well as the life steal which just resulted in a weak character that can't really provide much. I don't know how one would buff Blade without making him obnoxiously broken if you buffed those two things.
