Because Arrowhead are too pussy to actually make their status as a Democracy a debatable subject instead of a sarcastic stage comedy bit, as I said. They call it "satire" but it's as minimum effort as it gets. A satire with a long term developing plot explores its own subject matter: At what point does a Democracy become a "Democracy"? When the elections are railroaded by dominant political groups? Whoops, somebody's already doing that in real life. When the voting machines' output is tampered with by the corporations that make them? Whoops, somebody's already doing that in real life. They don't have the balls to make satire. They chose the path of slapstick gag comedy and called it satire.
