When their hardware stops selling well and they can't afford to keep making new consoles, so not now currently.
Even if Nintendo had to release games on PC they likely wouldn't support Steam, this is the same company that was too good to use Spotify after all. They would open up their own store front where games never go on sale and have hellish DRM.
