First one is a decent attempt at worldbuilding with a fairly novel approach to gameplay and subversively good characterization and character development. I went in thinking it was dogshit and went out really enjoying it. It's chock full of references to various things that Kojima likes but manages to establish itself as unique on many levels.
The second one is a dumpster fire that is representative of Kojima either pulling an Anno and shitting on the franchise and the characters out of spite or using it as a vessel to once more agglomerate a bunch of shit from other franchises he is interested in and dressing it up in a Death Stranding skin suit. That is to say, unlike the first wherein the referential elements existed in the background and added to the experience, the referential elements are the foreground and the background has been obliterated along with the characters and their development
