Tricks you into thinking it's gonna be about Tachiyon but instead it's not and she's a super minor character. So the whole thing is just watching other people live out Tachiyon's dreams instead. And then it can't decide if it wants to present this as a mature and hopeful thing, or if she's made a mistake by giving up because of her legs, so everyone just moves on and Tachiyon's basically forgotten, and instead gets a really lame bittersweet "She'll run again, even if she never achieves anything and if all her dreams are already lost and taken by everyone else." Ending.
The bits with Tachiyon are fun, but the movie is about Jungle Pocket who's nobody's favourite Uma. If it had been a Tachiyon movie, I would have liked it.

Pretty much the same issue. Incredibly, incredibly weak choice of Umas.
Even if you don't like Kitasan, you've got an amazing cast to work with in S3. Hell, like I said, in S2, Teio wasn't my favourite character, but I still had Turbo, Palmer, Helios, Rice Shower, a whole host of other great characters that completely held it up. S3 thrived on that and especially around Dia. CG has a weak cast, the Movie's is worse, and the OAV's is even worse still.
