Announcers are never anywhere near neutral. Wish tv broadcasts would have the option to replace the audio with that of the university's radio broadcast. Let each fan base hear their own homers calling the game. Of course they'll never do this because the tv broadcaster wants their announcers pushing their other programming and even some product ads.
In Hawaii's case, their home games are produced by Spectrum's local crew, which typically are people tied to Hawaii athletics. They have no reason to pretend to be neutral and are as close to being the school's broadcast arm without actually being the same legal entity.

There's a thirty day window now but it's the middle of the season so no one can actually transfer to another school and start playing. While not an NCAA requirement, most schools, by policy, immediately kick the player off the team if they register with the transfer portal. If they want to get in some more games this season, entering the portal stops all of that.
