Eldar can be easy to paint, and allows for some good use of contrast and washes if you just want to get them done quickly. For instance Iyanden can be done with a simple yellow contrast, a quick drybrush of Screaming skull, and detail painting plus helmet.
Eldar also allows for some schemes that other races simply does not, imho. If you got the patience I highly recommend recces shading and a light base color you can clean up with.
You get away with very clean looks that does not make sense for things like the imperium or Chaos.
Paint wise one of the biggest upsides is you can paint every aspect as something different, so you don't go dead in a single color.
My friends chaos army is primary red and the amount of moaning I have had to listen to due to too much mono color is substantial.
Playwise it very much depend on the build you are going for. There are tons of guides out there from someone who can explain it better then I, but if you are going for just raw power, aspect warriors are where it is at, and you are going to need to lean the movement game.
I obviously think Wraiths are the way to go, but collective wisdom currently is they suck rules wise. But again rules are temporary, your collection is eternal, so IF you pick Eldar, pick what you think looks cool first and foremost.
