No? That photo is just at a lower exposure.
Though HDR, in its purest form, is just "brighter colors". One of the things I did before I had a proper HDR screen is that I would make SDR versions of my projects, rendered at a lower exposure, then send them to my OLED phone, put the brightness up way high, and display the image. This was a good way to "fake" HDR.
...Though I can't say I fancied exiting the image and being blinded by a searingly bright UI. I much prefer working in actual HDR, where the image can get bright but the UI stays at a reasonable level.
