Because while heavy terrain is clearly referring to big terrain models like the castellum, theoretically a faggot could say "this tiny square patch is heavy terrain" and then park his barrage tank inside it to be forever invulnerable
Now there are a few reasons why this is histrionic nonsense:
1) The official missions don't do anything like this with heavy terrain, which is very rare and usually inacessible
2) Tournaments will never do it
3) If someone tried to do something like that in a pick up game, they weren't anyone you'd actually want to play anyway
So the entire point is moot and is just about getting mad over RAW for the sake of getting mad, same as the people who tried to argue Terminators didn't wear Terminator armor in 5th because their unit entry didn't list Terminator armor in their wargear
