Sony themselves told them they weren't allowed to release it in the West, despite having the appropriate Western age ratings approved.
Days later Sony confirmed in interviews they put new policies in place designed to stop games like this from releasing ever again, EVEN IN Japan. Specifically citing #MeToo

I don't PQube/D3 ever tried to put Omega Labyrinth Z on Steam/PC. They basically just gave up on it completely after Snoy killed the PS releases.
