Chara is a troubled kid that went to the mountain to kill herself. She probably loved the dreemurrs but I don't think it was necessarily familial love (plus I really like Chasriel as a ship). I do think Chara genuinely cared for the monsters, but her hatred for humanity was too strong and that's why the plan happened.
Chara is a mischievous kid that likes scaring Asriel and playing pranks. She is also a glutton and messy eater, once eating an entire pie with her hands.
The Chara we see in game is SOULLESS, like Flowey. She can't feel empathy for anyone anymore.
