Not really. Muscle tower lasted way too long even in the manga. We did not need like 5 chapters on Ninja Murasaki. The bouncy belly guy was boring as fuck. General Blue sucked ass. The pirate cave thing was immensely boring. Tao Paipai was cool. The part where they were on Roshi's island with the bomb sucked. The part where Goku stormed the base was cool.
Overall it was very mediocre and dragged way too long.
