He used to be a good person
Then he met Amelie and spiraled into insanity. She made Sam his rival to decide if the world should end. At first Higgs feels like a chosen one but he's extremely insecure and jealous of Sam getting attention from Amelie. So he starts being extra mean to him to a point of obsession while stringing him along to connect the network and blow it up. But Amelie chooses Sam and betrays him.
By the end he is genuinely fond of Sam in a strange way. Sam is really the only one who can understand what Higgs went through. But he's still angry with Sam because he ruined everything for him and left him stranded on the beach for thousands of years.
It's just two guys who would otherwise be best friends caught in a cycle of fucking up each others lives
