Let me spell it out for you because you're head up your own ass retarded and don't know how the process works and are too lazy and/or retarded to even google it.
DE operates on a MM/FF release order for the frames. Before Xaku they had not deviated from this once. Before we knew what the "Broken" frame was going to be the expectation was it was going to be a female frame.
The artist was a third party fan artist on twitter, not in-house. So they had to go out of their way to give him a design specification and ASKED for a female frame, and he returned a female frame. At that point, there was no they/them.
Then they asked him to redo the design, NOT because they wanted they/them but because they said it was "too symmetrical and not broken enough" (artist's own words). He returns current Xaku. Still no they/them because the design he returned still had a female body with wide hips and a narrow waist.
They give that design to the modeler who models it with the understanding that it was going to be a female frame. AT THIS POINT, the frame is done, modeled, designed, etc, and DE starts writing the lore to fit Xaku into Deimos. If you know anything about DE's process it's that Warframes are NOT designed around their lore so that they can stick them wherever they need a new frame. Xaku was from a forum contest and had nothing to do with Deimos, Jade was a years old design they had lying around that happened to work with Stalker, etc. At THAT point, the writer comes up with the "three frames" shit and it becomes they/them.
