The Nuke question is a bag of worms. One nuke almost certainly menas hundreds of nukes, which is not an available option. But no nukes creates a strange and bloody and potentially unstable system. The creeping answer is a limited nuclear exchange of some sort, there’s levels, 1-3 nukes, 4-9 nukes, or up to 24. The ripple effects from these would possibly not cause an energy cascade, but have the danger of running away. The more likely event is East Palestine style chemical events, other large yet not nuclear events, or even natural disasters, as we’ve seen.
This could also be post free information access, if powers out for weeks, and then you see a mushroom cloud in the distance, who’s gonna know? People might not know for weeks. This would let them coordinate a limited nuclear exchange, then come up with a story of why they all didn’t launch them all, and pass that off to people, who would just be happy to have survived.
This could also be the “setting off point”, a single nuke goes off in Ukraine, now EVERYTHINGS OFF THE TABLE, and on the table. No more free speech, no more not supporting Ukraine, don’t even joke that China is a nice place, that’s spreading enemy propaganda. They want a new 9/11.
