Great Ults are good without setup and good in every single match against any heroes. Can easily change the outcome of a fight on their own. Like Luna.
Good Ults are similar to Great ones, except they aren't as plug and play and come more down to being used properly. Can sometimes be CC Ults. Like Hulk or Thing's Ults.
Decent Ults generally don't have huge impact, but can be used to secure 1-2 kills and are usually a bit more situational. Like Psylocke or Iron Fist.
Bad Ults are typically very situational and don't do much on their own, often don't even lead to kills or saved allies. Or need to piggyback off another Ult or additional extra setup from allies jumping through hoops to bring it up to Decent tier. 95% of the time results in the John Travolta meme. Like Phoenix.
Terrible Ults are not only bad, but are actively harmful to the team when they are used, sometimes in multiple ways. Like Jeffs.
