Tearful Thing is a special case, it was a boy who wished for something in the outskirts and it was granted, resulting in turning into what Tearful Thing is now. It has never been referred as an abno iirc, and it' creation is way different as well so it's more likely that it classifies as something else. It's also possible that this is just how the outskirts monsters are created, there is a lot about the outskirts we have yet to learn about, abnos are from being the only monsters in this setting after all.
