I know I'm probably preaching to the converted here, but we literally tried this strategy in WWII with much greater effect and our own studies (namely the United States Strategic Bombing Survey) concluded that it didn't work.

The only time it arguably worked was during the Battle of the Netherlands in 1940 and even then, the Dutch decision to capitulate probably had more to do with France and Britain experiencing catastrophic battlefield reversals further South than the Bombing of Rotterdam.
