Indycar gets a partner whose primary talent is promotion and media distribution, which are the two things Indycar has lacked since the split. Even prior to the split, Indycar did not have this level of exposure. Fox actually buying a stake in the series ties them to the success of Indycar considerably more than media rights agreement they had.
Long term, it means Fox will continue to promote the series at a high level, which will invariably lead to more viewership and attendance, and with that money. With money, comes manufacturers and higher budgets. It very well could lead back to the good old days of diversified fields with less spec'd cars, eventually.
Its one of the more signifcant developments since the split.
