He likes to just bloat his books with random world-building, he doesn't actually care about his stories and he kills his characters not because of some postmodern deconstruction philosophy, but because it is the easiest way of getting rid of characters he doesn't care about anymore. He quickly loses interest to everything and he lost interest in ASOIAF decades ago.
