Castoria isn't that used just because Arts is better, she's that used because SHE is better. Not to say Arts isn't also probably the best card type, but the fact is Castoria is objectively the best servant in the entire game, no one else comes even close to her utility and function and variety. Koyanskaya and both Skadis serve a specific role. Castoria serves the same role and then also is a fantastic CQ servant thanks to potential multi-hit invincibles she can apply team wide. Hell, she's even a good quick support because she gives them 50% more charge, more ATK and more NP gain.
