It's entirely possible that the rules writers are just really autistic.
As an autismo retard myself this is how I would write everything for school until I realized my teachers didn't understand my word gibberish, I've gotten better with it over the years.
The ruleset isn't even bad, rather it seems really good, which just reinforces my belief that it's a dedicated rules autist behind it.
It's just poorly written to be understood by anyone else.
I really think we should make that rules pdf.
