yes, this has been the plan all along.
force people into the open air prisons, then seal them up and kill them off.
before the 1900's 70-80% of the population lived in rural farms, now only around 2-3% live in farms.
this was all done on purpose, they cant risk people outside of their prison system.
you'll notice that if you leave the cities and go rural, all of the sudden, the infrastructure will get better around your area.
why?
the surveillance state can't risk you being free.
