The way imperium measures worth of things might be a bit lopsided, but economics of scale should still apply - things that can be mass produced should be more affordable than things that need to be made to order. Beyond that it's material costs (human body is imperium's lowest denomination currency), and transportation costs (again should be comparable to one trooper).
