If you want generic slop just use OPR, there really isn't anything that works for every single situation than that. It does everything at once, but nothing well.
Anyways, "mass battle" for sci-fi is pretty stupid unless you're playing some combined arms stuff at like 6mm or 10mm. Modern warfare really lends itself to having men spread out very far in really small groups because of the way ranged and explosive weapons work. I imagine in a sci-fi battle this would be even more pronounced, unless you're actually interested in some 40k type shit where you have giant blobs of just all mashed together behind a single wall, with the enemy all scrunched behind a single wall a few inches away on a tiny ass table

Genuinely question, why do units in 40k stand mashed together in blobs instead of spreading out and covering ground like real infantry?

This. "Wargames" are meant to simulate WAR on the tabletop. 40k makes no attempt to simulate science fantasy WAR anymore, instead it seems like it's trying to simulate a game of laser tag or some hero shooter video game like Marvel Rivals
