They were allegedly in preproduction at one point but the Dreamcast mods killed them, Sega didn't poach them fast enough like they did Taxman and they know they can't do better without tipping their hand into the Yakuza money-jar.

Windnic refers to the games' SegaSonic characterization that's generally agreed to have run from Sonic Adventure to Sonic and the Black Knight, where the Japanese arguably had the most global reach/control over the franchise. Sonic is depicted as less an inexplicably super-speedy teenager and more a force of nature, always on the move, looking for the next adventure, as directionless and unpredictable as the wind. This is Sonic's main element, not electricity. He's a stubborn character who chases thrills but is overall easygoing yet operates on a morality that isn't strictly good or evil, just loves freedom and inspiring others to be their best.

Pretty close in the Classic era, but they obviously haven't 100% figured it out yet, and Sonic is mostly designed as a blank slate to project another licensed incarnation onto him.

The return of SoJ/SoA bickering, Americans that lost (preboot)-Archie are demanding more influence, but they're mostly hacks. JP Sonic doesn't seem to change much, but we didn't need to return to the pre-Internet dark ages where every country had a different idea of Sonic. Self-referencial humor is the norm, new ideas tend to be halfbaked, "worldbuilding" amounts to wow-remember-this-isms.
The manga is viewed as a return to form for Windnic.
