there are a perfect amount to fully upgrade every crest
if you are worried about "wasting" crests just avoid upgrading hunter, beast, witch, or shaman. not that any of these are bad crests (except for maybe beast) they are just generally more difficult and niche to use for most people hunter gets 2 upgrades later and becomes quite good

if you already used lockets on anything do not feel bad. they end up being very plentiful and there is even an NPC that gives you upgrades which requires you to use your memory lockets so you will eventually be dumping lockets into crests you never intend to use anyways

if you are still early game and just want guidance id highly suggest picking up the wanderer's crest and fully upgrading it. its imo the most straightforward to use and you can easily use it the entire game
this is the first soulslike ive ever played where the beginning of the game is the worst part and it just keeps getting better
enjoying the game even if there are some questionable things but one of the most confusing so far is how bosses dont drop anything

not that guy but in my state if you are fishing in state owned waters you gotta pay 10 dollars a year for freshwater or 15 a year for saltwater. you can buy 14 day permits for 5 and 11 dollars respectively if you are a tourist or just want to do it occasionally. if you are 64 or older you can buy a lifetime permit for $9

its mostly a small time hustle to catch tourists into $50 fines. kinda benign when it comes to most government stuff
