Their wages outside of Moscow are relatively low compared to Europe's but that's actually good if you're from the western country and have your savings. You can buy a nice house and start a farm or some shit, taxes are low, lots of land, pretty cheap. There's a lot of room for business. My only concern is the gun market I heard buying a pistol or rifle is pain in the ass.
