That and a few other conditions:
1) An autocrat ruler, effectively a tyrant strongman that gets shit done.
2) A progressivist premise, i.e. to sweep away corruption endemic to a broken republic or democracy system.
3) Nationalist corporatism, with the government directly intervening in the socioeconomic system. On paper unions and corporations are the same thing under fascism.

The only one of these conditions that Super Earth has going on for it is point #3.
