The Lion King has been alive for so long, that she genuinely forgot all these human aspects, so I wouldn't compare her with historical Artoria.
Artoria couldn't turn off her emotions, but she tried her best because it's her arbitrary definition of what a king would do.
i.e, If she did love Mordred and never showed it because she felt that's something "a king wouldn't do", then she did something horrible while knowing it's horrible, but did it anyway because it fit her arbitrary standards.
She does this a lot. Denying her feelings, including love and empathy, for the sake of doing what she feels is right.
It's a very "the ends justify the means" attitude. And she's unwavering in that. That's just a different way of saying
>I do what I want, no matter the consequences to others
And how many times can you have this attitude, albeit maybe with good intentions, and then everyone around you suffers and dies on the path to meet your ends, then you fail to meet your ends, just for you to do it again, and again, until you can say "this is a bad person"?
I'd say until you recognize the pattern. Which she does. She knows all of this happens because she doesn't understand people and emotions, and because she's an unfit ruler. But she's still steadfast "because it's what a king would do". And people keep dying and suffering because of it. But she just keeps doing it.
