Nintendo is the worst, they're the ones that actively approached devs like Inti Creates -asking- for games like Gal Gun 2 to come to Switch, and put Senran Reflexions in a fucking Direct with a full trailer slot (JP direct).
I don't recall even Sony ever actively going out of their way to promote fanservice games, they just tolerated their existence until they didn't.

It wouldn't be able to release in the West, which was fine in the Vita era when Japanese otakus could sustain these games, but now that they all fucked off to gacha, JP publishers count on Western otakus if they're even daring to make a fanservice game now. Even Qureate was making sure all their games were localized day 1, until they were no longer allowed on the Western eshop, which is definitely hurting them financially.

Where have you been the last year? Even fucking Neptunia can't get a global release any more and Tokyo Clanpool's Ether Induction (touching minigame) was censored out of it's Asia-only release and a couple CGs were censored as well. The latter even in its censored form was hard-banned by Steam. This is what you can expect any new Senran Kagura game to face on release. There is simply no legislation in place to stop these companies from doing things like this and that's why they get away with it.

Marvelous still has Dolphin Wave in Japan which is from the same studio as Senran Kagura, and they publish the Ikkitousen gacha too, so it's not like they don't want anything to do with tits, at least in Japan.

They're enforcing them in Japan/Asia too (e.g, Tokyo Clanpool, Prison Princess Trapped Allure, Yuuna and the Haunted Hot Springs Steam Maze), just a bit less stringently. Senran Kagura may not be able to release on Switch at all, not even in Japan. This also means you can put aside any idea that they're doing this because of SB20 or some other US law, they're doing it because they're compromised internally by Jewish investors and their accomplices in GR/management.
