This could go both ways, and considering how long this was hyped in the story, I can't imagine Toby will force one character into ferris wheel. If player wanted to go with Susie, he will go with Susue, if someone wanted to go with Noelle, they will go with Noelle. I think it might be the next crossroad moment after Snograve where you lock yourself on either Krusie or Kriselle route EVEN if events play the same after the wheel ride.
