That's a very low amount, you can get that in 2 races (2 turns), sometimes at the end of a race you get additional points in some random cutscenes.
Make sure to pick Dirt races also, Urara is great at those.
Also, pick Recreation asap, the mood of your horse is at Normal atm but if you get it to Great then the horse will increase its stats way faster and fare better during races.

speed is a must, when in doubt dump on it, depending on which circuits you will go you need to change your amount of stamina, sprints can go easy with 200 while longs may take 500+, having good skills like the one you learn from Super Creek SSR helps A LOT in not needing to make the number so big
power is determined on position, if you play a horse that runs on front you don't need much, but someone who runs late or end you need the acceleration and strength to get out of the mob on the final stretchs, so you need more power for it
guts as said is useless now, you can forget it
wits is a good one to upgrade from time to time since not only helps skill triggering but training also gives skill points, so depending on how you build you may end something between 200 to 300, even 400 if you want to use more stamina skills instead of stamina number itself

They don't have the rights to use Nippo Teio, so they can only use him currently with the legally distinct name of 'Akitsu Teio'. The incredible design tells me that they really want her, though. They were historically the 'King of the Mile' and very good at short races. They had tons of kids, many of which successful, though they themselves and their entire lineage were kind of popularity mogged by Haru Urara. I like to think Nippo would be proud anyways.

I was using a weird build to increase her stats across the board, first I was getting a guest Legacy Uma for 9* Speed boost (I was getting 70 Speed of Inspiration every year), then focused a lot on increasing friendship levels but with a tendency towards Wit because fuck skills not activating feels bad, stuff like Late-Surger specific skills like Late Surger Savvy and Late Surger Corners seemed nice too, Swinging Maestro also guaranteed that I don't need to invest on Stamina past this point (honestly maybe I could've stopped by 300~350 or so with that skill).
Last but not least, increased Power too of course.

Obviously you won't have access to all this stuff from run 1, but keep poking around.
