It's not about revoking licenses nor ownership of games. It is only for end or life in online components of games. Examples on existing games even though it's not retroactive:
Hitman WoA depends totally on online services for level up and unlocks, if SKG passed before the game existed they should have a system when the servers closed that allowed you to play anyway. (They could probably say "you can play without unlocks" and bypass the law)
