Why is he so beloved, and not just here but literally everywhere

I genuinely have no idea. He's not funny or interesting, and his design is 5/10.
I'm assuming it stems from his design evoking memories from that period of anon's lives, unrelated to the character itself.

It’s entirely because they didn’t use the Kremlings in Returns and Dong Freeze.

It's because he's an ideal DK villain. King of the jungle vs self-proclaimed king, nature vs technology, brawn vs brain.

None of the other villains they've tried have the same level of energy to match DK. The villains in Returns and Tropical Freeze are ones you'd see in a filler episode and lack the same degree of presence or freak.

Forgive my zoomer lingo but outside of the genuine charm coming for his maniacal personality and general nostalgia for the rareware dk games, he has been effectively aurafarming for the last decade between smash ultimate, return to krocodile isle, and now donkey kong bananza. I think a big part of it is he's just compelling to look at. It's fun seeing him do things, kind of like DK. Those Smash Ultimate trailers were so much fun because you could see DK and Diddy just be monkeys and K. Rool shares a lot of that goofy animal energy.

The way Banana brings back a villain who’s been absent from the franchise is the best I’ve ever seen. So much love and fanservice, completely BTFOing the main antagonist and taking over the plot, the fake out Kredits, the final transformation, it’s all so good. SEGA tried to do the same with Fang in Sonic but it failed miserably.

Kremlings are just that fun to fight.

Somehow Triple Trouble utilized Fang better than Superstars did. Superstars censored his name to start with, then they didn't really showcase his goofy personality, and you don't even encounter him in special stages. You don't get to fight him nearly enough. And since he was the big comeback character he could have gotten his own campaign, like Knuckles did in S3K, but for some reason they gave that to the generic new character instead.

Bowser is a family man. He's a lover. He's a tyrant but he earns the admiration and loyalty of his goons with his attitude. He's willing to set aside his differences with Mario when it comes down to it.

Rather than fighting through pure physical power like Bowser he often uses gadgets like his copter and his blunderbuss. K Rool was the main antagonist for numerous Donkey Kong games, even when DK himself was missing from the protagonist role. Fang has only ever been a side antagonist in a couple 8-bit titles. Fang was never going to make the same impact when most people assumed he was a new character from the get-go, and Sega was probably aware of that.

The way Bananza brought back K Rool is closer to how Sega brought back Metal Sonic as the main "twist" antagonist way back in Heroes.

I think the way that came out sounding so dismissive to people was what fueled a lot of people's enthusiasm for K. Rool
I'm not saying he wouldn't have been clamored for had that interview not had happened but people positioned K. Rool and the Kremlings as an underdog of sorts ever since that interview (which was bolstered when he wasn't playable in Smash 4 despite being one of the most popular requests since the Brawl era).
Sure it got annoying when people used to reinforce disproven rumors that Nintendo and Miyamoto were resentful towards Rare but frankly it made his return in the series proper all the more worthwhile.
But as for K. Rool himself, he's a fun, memorable mascot platformer villain.
Making the hero stand out is one thing, making their villain memorable is another.

DK is simple and unsophisticated, brawny and confident.
K.Rool is everything DK isn't. He's ugly, unnatural looking, and gangly, compared to DK's grounded, natural charisma. He's neurotic and egotistical, compared to DK's simplicity and calm confidence. He represents technology, haphazard innovation, and exploitation of the natural world, where DK represents unmolested nature and the natural order. D.K is the leader of the bunch, but you wouldn't necessarily know this by looking at him, while K Rool adorns himself with the decorations of leadership, and changes hats (literally) whenever his organization changes. DK doesn't care if you know he's the leader, K.Rool NEEDS you to know. DK is first among equals, K.Rool is the monarch/captain/brains of his organization.

This why Lord Frederick in particular is such a wet fart. Frederick is a "normal" villain, like you'd see in a lot of stories, but the contrast with DK just isn't there. Lord Frederick is honestly too similar to DK. DK vs Frederick is just a territorial dispute between two animals, and it's not even a stretch to see the plot reversed, a plot where DK expands his territory and forces out Frederick. DK vs K.Rool is a fundamental conflict between natural and artificial, between humble confidence and egotistical posturing. Thinking about it, Void should become the Wario of the DK franchise. He's a perfect evil counterpart for DK. Whereas Wario is depicted as bigger sometimes than Mario, Void is shorter than DK. And his game would be similar to Wario Land with him trying to reach a treasure by himself.

Because the people that played the old games became famous "content creators" that made a nostalgiawank vid that 10000000 zoomers latched onto.

K. Rool is the only side villain in the series that really matches Bowser. Some surpass him like the RPG ones, but characters like Wario or whatever the fuck the Mario Land 1 thing was are more lame antagonist. I’m talking about both their chicanery and charming aspects.

K. Rool is just a fantastic game villain. Everything is a spectacle when you fight him from beginning to end; multiple phases, fakeouts, god-tier music, difficulty, etc.

He has personality and is flexible enough to be comedic or intimidating depending on what you're going for.
As a child I thought his boss fights were also memorably difficult, especially DK2. DK1 he was by far the hardest boss in the game (low bar) and the OG fakeout credits could fuck you up the first time.
The Mario equivalent would be Wario, not Bowser. You can't take Bowser, or Ridley, or Ganondorf and make them goofy.
